The Windows version of emacs
seems to be working fine on the NT machine I tried it on.  
ftp.gnu.org was full, so I downloaded it from
ftp://ftp.cs.washington.edu/pub/ntemacs/20.7/ 
(there are also a number of other sites that mirror it).  
The latest Windows version appears to be 20.7.1.  
The binaries are located in the files em207_bin1.zip -em207_bin7.zip 
(these are the only files you need to get it working).  
The source is apparently also available in the same directory.
